Q1: My name is not in the Rate payer’s list of the Local Authority? How can I get my name entered in the Assessment Register?

A1: Submit necessary particulars required in ATD through the Local Authority.
You may also need to furnish following documents as well.
-    Relevant deeds
-    Copy of relevant Survey plan
-    Deed abstract (ATD) attested by Notary Public
-    Revenue Inspector’s report

Q2: There is an error in my name in Local Authority Assessment Register.

E.g:- Actual name is B A Perera, but in Assessment Register is entered as P A Perera. Furnish an affidavit attested by an Attorney-at-Law or Notary Public, through the Local Authority

Q3: How can I get a new assessment number/s?

A3: (i) In a case where you need a number for a newly purchased land, or in case of a division of a property or a consolidation of properties,
Submit ATD form to the Local Authority supported by following documents
-Copy of deed
-Copy of survey plan
-Deed abstract attested by Notary Public
-Revenue Inspector’s report

Q4: How can I get my building description in Assessment Register in Local Authority updated?

A4: (i) In case of; A new construction, submit a Building Application to the Local Authority
(ii) In case of; An alteration to the existing building or
A demolition of a building or
Change of use,
Make a request in writing to the Local Authority

Q5: My rates are excessive?

A5: Make an appeal in writing to the Local Authority within one month from the date of receipt of notice.

Q6: How can I get an exemption from paying rates?

A6: You may be able to get a relief on the grounds of poverty, closure. Make an appeal to the Local Authority.

Q7: What is the amount of my compensation? How can I know it?

A7: The amount of compensation will be notified to the Acquiring Officer within a reasonable time period after the decision under section 10(1)a which is the determination of Title is submitted the Department of Valuation.

Q8: When can I have my compensation?

Q9: What can I do if I am not satisfied with the amount of compensation?

A9: Within 21 days after the date of award of compensation, make an appeal to the Land Acquisition Board of Review Refer section 17 of Land Acquisition Act No 09 of 1950 in Downloads

Q11: The compensation received for my building is lower than its actual value.

A11: If you made an addition or alteration to your building after Notice under section 4 is issued, the value of such improvement is not taken into consideration when calculating the compensation.
But if such improvement has been done for the proper up keep of the property such improvement taken into consideration.

Q12: How can I get a copy of the condition report prepared on the date of taking over possession of my property?

A12: If you were present when the condition report was prepared, you are eligible to get a copy. Make a request to the Acquiring Officer.

Q13: How can I get my property assessed?

If you are a private individual and; A13 (i): You expect to give your property on rent/lease Apply to the particular institution to which you expect to rent out/lease your property. A13 (ii): You expect to get a property that belongs to a Government or Semi-government institution on rent/lease Apply to the government or semi-government institution to which the property that you expect to get on rent or lease is belonged A13 (iii): To sell your property to a Semi-government institution The matter should be channeled through the semi government Institution to which you intend to make the sale after which the service of Department of Valuation will be rendered to that particular semi-government institution. A13 (iv): To buy a property from a Semi-government institution The matter will be handled by that particular semi government department from which you intend to make the purchase, where the service of Department of Valuation will be rendered to that particular institution. If you are a semi-government institution and; A13 (v): You want to get a state / semi government or a private property on rent or lease Make a request to the Dept of Valuation along with following documents as appropriate In case of a rent Survey PlanIn case of a lease Request Request Title document Title document Rent demanded Survey Plan Date of commencement of the tenancy Date of commencement of the tenancy Date of commencement of the tenancy  Date of commencement of the tenancy

A13 (vi): You want to get a rent revision for a property you have already taken on rent/ lease that belongs to a state / semi government or a private individual.

Make a request to the Department of Valuation along with following information.

* Effective date of the rent revision (From when the rent revision is required)
* Rent paid
* A certified copy of landlord’s written request for a rent revision

A13 (vii): If you are a semi-government institution and expect to sell your property to a semi-government institution or a private individual;

Make a request to the Department of Valuation along with;

* Survey plan
* Title document

A13 (viii): If you are a semi-government institution and expect to buy a property from a semi-government institution or a private individual;

Make a request to the Department of Valuation along with,

* Survey plan
* Title document
* Price demanded by the owner of the property

Q14: I am not satisfied with the rent/market value of my property.

A14: The matter can be taken into consideration if an appeal is made through the relevant government/semi-government institution.

Q15: I purchased a new block of Land which does not have an assessment number and I put up a building on it. How can I get a new number and have the Building Description updated?
